Default Improving your Chapter

I've had this discussion with several different people over the last few months and would like to hear some other opinions. What does it take to create a chapter with committed members, good sound quality and that attracts younger singers?

I know that a great director is a big part but is it the biggest part?

One of the folks I was talking to was frustrated with the state of his chapter and trying to figure out where to start improving it. Get a core group together and start some goal setting? Run for president and start issuing edicts?

Any advice?
